Urban Academy Update – Revised Proposal

Urban Academy has re-submitted a revised application for and OCP amendment and rezoning for their existing site, including the Manitoba site.

The process for Council consideration of development applications has changed. The UA application will first go to the Land Use and Planning Committee next Monday at 12 (noon). The agenda for this committee will be posted later this afternoon in the usual spot on the City’s website. The LUPC is a Council standing committee and includes three Councilors and the Mayor as Chair. The mandate of the LUPC is to make recommendations to Council on planning and land use matters.

Next Monday, the Committee will consider a staff report that introduces the project. The applicant (architect) will present the plans. Considering the history of the project, the City staff recommendation for the LUPC at this meeting is to obtain comments from the LUPC, and importantly to invite neighbourhood residents to a 30 minute delegation session at the next meeting of the LUPC. This time has been set aside (October 5, 2015 12-12:30) to provide comments directly to the committee.

The LUPC will not make a recommendation to Council until after they hear from the residents. The LUPC can ultimately recommend that the project goes ahead to the normal approvals process, go ahead with conditions, or that it not go ahead. The final decision on the application must come from Council.

Meetings of the LUPC are open to the public, so you are welcome to attend next Monday’s meeting at noon to listen to the deliberations.

Please note that in the event that this application moves forward, there will be other opportunities for consultation.  Should the LUPC direct staff to move forward with this application, the following
process for an OCP amendment and Rezoning Application would be undertaken, which
includes:

  1. LUPC Meeting to provide area residents an opportunity to appear as delegations
    and to respond to latest proposed concept;
  2. LUPC Report to Council regarding applications and revised development
    proposal;
  3. First Open house;
  4. Advisory Planning Commission review of the land use considerations;
  5. Update report to the LUPC and Council (including a summary of feedback
    received to date);
  6. Second open house;
  7. New Westminster Design Panel review of revised site design;
  8. Second Advisory Planning Commission Meeting;
  9. Preparation of OCP amendment and Rezoning amendment bylaw;
  10. Report to Council on Section 879 of the Local Government Act regarding
    consultation for the OCP amendment;
  11. Report to Council for first and second readings of the OCP amendment and
    Rezoning amendment Bylaws;
  12. Public hearing related to the proposed OCP amendment and Rezoning
    Amendment bylaws and consideration of third reading;
  13. Final adoption of OCP amendment bylaw.

New Pump Station & Public Green Space at Sapperton Landing: Input Wanted

Metro Vancouver is developing a new pump station and green space on two neighbouring sites in the Sapperton area of New Westminster. The project leverages an essential infrastructure upgrade to create new public green space, expand the Brunette-Fraser Regional Greenway and restore valuable habitat.

They want your input!

Metro Vancouver is inviting people to provide input and direction on the design and direction of these projects.

How to get involved:

· Visit the Metro Vancouver booth at Riverfest: Saturday September 26th at the New Westminster Quay, from 11 a.m. to 4:30 p.m.

· Come to the Public Open House: Tuesday, September 29th at the Inn at the Quay. Drop in between 5 – 8 p.m. with a presentation/Q&A session at 6:30 p.m.

· Complete the online questionnaire and find more information on our website: www.metrovancouver.org/sapperton. The questionnaire will be available from September 15 to October 6 2015.

Public Input Opportunity – Integrated Liquid Waste and Resource Management in Metro Vancouver

Metro Vancouver are inviting public input on progress towards meeting the region’s Integrated Liquid Waste and Resource Management Plan (ILWRMP). The LWMP sets out the goals and strategies for Metro Vancouver and its member municipalities to use liquid waste as a resource, minimize treatment costs and better protect the environment and public health.

In accordance with the ILWRMP Metro Vancouver has prepared a Biennial Report summarizing progress to date. You are invited to provide comment on the report, either by attending the Utilities Committee meeting on September 10, 2015 or by providing written comment.

Sapperton Green – Advisory Planning Commission Meeting Sept 15

SAVE the DATE. The QPRA is hosting an All Candidates Meeting Sept. 27th 2–4 at Centennial Lodge

The Queen’s Park Residents Association is hosting an All Candidates Meeting Sept. 27th from 2—4  at  Centennial Lodge. (In Queen’s Park).

In addition to providing opening and closing remarks, Candidates will answer two questions  sent to them from the QPRA as well  as field several questions each  from the audience.

This is a chance to learn more about the candidates running in the recently redrawn riding of New Westminster-Burnaby.

We welcome residents riding-wide to attend!

Garage Height Variance 302 Fifth Street – Community Consultation

Community Consultation

The owners of 302 Fifth Street are currently applying to the City of New Westminster to build a garage that mimics the heritage character of their home. They would like to construct a gambrel style roof (barn roof) because their home has a similar design.  The owners are asking the City for a small height variance (3 feet) so that they can properly design the roof pitch to be similar to the home.  An outline of their plan is attached below.  Note that the owners state that the false window in the design is just a description the designer used. There will not be a second storey on top of the garage. They will be designing the trusses in a way so that the space is not usable (suitable by people).

Official Community Plan Update – OUR CITY 2041

The city is nearing the completion of the Neighbourhood Visioning phase of the OCP update process.  After the Open House the city created a survey related to all of the material presented so that anyone that missed the Open House still has an opportunity to provide input at this stage. The survey will be closing at the end of the day on Monday. Please feel free to take the survey if you are interested.

 Neighbourhood Visioning Survey Update: Closing date of the survey is Monday, April 6, 2015

The Neighbourhood Visioning Process included four phases: the LOVE OUR CITY workshop (Feb 14), Processing Results (Feb 18 & 19), an Open House (Feb 28) and a Final Report (coming soon). The purpose of the Open House was to share “What We Heard” during the first two phases and to gather public feedback. This survey, which includes all of the content presented at the Open House, is another way for the community to provide input into the process. These results will be used to inform the Final Report and the future stages of the Official Community Plan. Although we’re nearing the end of this Visioning Process, there will be more opportunities coming up to provide input into the new Official Community Plan.

About OUR CITY 2041

The updated OCP will provide a renewed vision for New Westminster, and the regulatory framework to guide growth toward that vision.  The OCP will contain policies on housing, parks & open space, arts & culture, heritage, energy, utility services, transportation, well-being, hazards, economy and environment. The OCP will also include a land use designation map, which will indicate the future land uses that would be supported by Council. The land use designations will determine future development and redevelopment of property within the city. The policies and map, together with tools and actions for implementation, will help to shape the future growth of OUR CITY.
