The QPRA has asked the city for an update on the tree removal at 321 & 323 Fifth St. and we received the following response:
City bylaw enforcement has advised that the developer of the site submitted a survey that showed the location of the centre of the tree and noted the size of the tree but it showed the tree totally on private property. On December 16th the City commissioned an independent survey to determine ownership of the tree. The survey showed that the edge of the tree was over the front property line onto City property by three inches. Since the tree was originally planted on private property and then grew a bit onto the City property, it was determined that the City had no viable claim to ownership of the tree that would stand up in any enforcement procedure. At this time the City does not contemplate taking any action on the cutting of the tree.

Queen’s Park Healthcare Volunteer Society fundraises for Queen’s Park Care Centre, residential and short-stay facility in New Westminster that also houses the Adult Day Program and is co-located with William Rudd House—a 12- bed community based residence for young persons with deteriorating physical disease. ALL proceeds of this event will go the Foundation to help fund the extras that provide quality of life…eg blanket warmers, garden furniture and beauty salon items.

It’s time to update our Official Community Plan (OCP) and the City needs your help! The revised OCP will provide a renewed vision for New Westminster to the year 2041. Your input will help shape the OCP and the future of OUR CITY.

What kinds of housing are best suited in your neighbourhood? Where in your neighbourhood should higher density housing be located to support services and amenities? How can each neighbourhood include different kinds of housing so people have options?
These are the kinds of questions the city will be exploring in the OUR CITY housing workshop on November 7th.

What measures does your party propose to engage young adults (the next “middle class”) to give them hope for the future regarding affordable education, job creation and entry into the housing market? (Responses should be both national and riding specific.)
The federal budget is currently balanced. Do you believe this is sustainable in light of recent economic changes nationally and globally? What would your party do to keep our economy healthy while meeting the needs of all Canadians?

Urban Academy has re-submitted a revised application for and OCP amendment and rezoning for their existing site, including the Manitoba site.
The process for Council consideration of development applications has changed. The UA application will first go to the Land Use and Planning Committee next Monday at 12 (noon). The agenda for this committee will be posted later this afternoon in the usual spot on the City’s website. The LUPC is a Council standing committee and includes three Councilors and the Mayor as Chair. The mandate of the LUPC is to make recommendations to Council on planning and land use matters.
Next Monday, the Committee will consider a staff report that introduces the project. The applicant (architect) will present the plans. Considering the history of the project, the City staff recommendation for the LUPC at this meeting is to obtain comments from the LUPC, and importantly to invite neighbourhood residents to a 30 minute delegation session at the next meeting of the LUPC. This time has been set aside (October 5, 2015 12-12:30) to provide comments directly to the committee.

The LUPC will not make a recommendation to Council until after they hear from the residents. The LUPC can ultimately recommend that the project goes ahead to the normal approvals process, go ahead with conditions, or that it not go ahead. The final decision on the application must come from Council.
Meetings of the LUPC are open to the public, so you are welcome to attend next Monday’s meeting at noon to listen to the deliberations.
Please note that in the event that this application moves forward, there will be other opportunities for consultation. Should the LUPC direct staff to move forward with this application, the following
process for an OCP amendment and Rezoning Application would be undertaken, which
includes:
Metro Vancouver is developing a new pump station and green space on two neighbouring sites in the Sapperton area of New Westminster. The project leverages an essential infrastructure upgrade to create new public green space, expand the Brunette-Fraser Regional Greenway and restore valuable habitat.
